City of Napa Conditions for Events with Alcohol

The Napa Police Department is responsible for reviewing and approving the Alcohol Beverage Control Daily License Application/Authorization form (ABC-221). ABC holds the organization as the licensee responsible for the conduct of this special event. The Napa Police Department implemented Conditions of Operation for Special Events with Alcohol.  These conditions were implemented to assist in preventing underage sales to minors, public intoxication and impaired driving which threatens the safety of everyone in our community.

Effective April 1, 2010, the Napa Police Department requires all persons serving or selling alcohol at special events within the city limits to receive training in Responsible Beverage Service (RBS).  This requirement applies to all organizations who are applying for an ABC Daily License (form 221). Organizations can access an array of resources to assist in compliance by clicking on theses links.

Responsible Beverage Service training for Special Events is offered free of charge by the Napa County Health and Human Services Agency Alcohol and Drug Services through the Beverage Consulting Network. See the Training Flyer below for upcoming dates and times for RBS trainings.

The Napa Police Department will accept a certificate of completion from www.RBSPermit.com. This is an online RBS training that meets Alcohol Beverage Control (ABC) Standards. The online training is not free, there is a cost that each individual is responsible for paying. Tips for Implementing Conditions

PLAN AHEAD: Consult your calendar of regular events where alcohol is served and refer staff, board members and volunteers to training.  Trainings are offered at least monthly and can be arranged by request 45 days in advance. Organizations requesting on- site training need to guarantee a minimum of 20 participants or open their training to individuals from other organizations.  Training certification is valid for 2 years. If you know you’re going to have an event in the next two years, start getting people trained!


o   INSTITUTIONALIZE: Track volunteer training attendance in volunteer management database; refer new board members to training; develop house policies; discuss training concepts in event planning meetings, staff meetings and board meetings.
